Reis - Port Master in Cape Verde (1860s-1870s)

My great grandfather Manoel Gil Dos Reis was born in Oporto, PT. But in about 1860 his father accepted the job as Port Master in Cape Verde. Not sure if there was more than one major port in C.V. at the time. Also don't know if the Reises stayed in Cape Verde or moved back to Portugal.
Would appreciate info on how I might look up info on my relatives. Is there a directory of civil servants from the 1800s which might have the name of the Port Masters, or perhaps a death cert for ?? Reis 1870 -1900?
