I have now discovered the names of the children and the correct surname of the mother, i.e. Nagashima. The children are Rei-Ichi Nagashima b. 1891 Yokohama, Kikugoro Nagashima b. 1896 Yokohama, Shunko Nagashima b. 1900 who married Eiichi Nato, Kou Nagashima b. 1894 Yokohama died in earthquake in 1923. Kiku Nagashima b. 1903. Kikugoro died in Hong Kong. John Kernan is allegedly the US vice-consul in Yokohama between 1893 and 1899, again allegedly appointed by William Howard Taft who later became President Taft. Rei-Ichi returned to Ireland and was known as Richard Kernan and became a respected architect being bilingual in both Japanese and English. Any information from the Yokohama area would be great! Kind regards.
