I don't think this child was called JOY. It was quite usual for a family to give a name to a child, which was the same as that given to a child who had died. If you check the births list, there is no child registered in Norfolk for the relevant time, with the name JOY. There is a child with the name IVY, and she died aged 1 year, just after the 1901 census. Then there is the birth of a child, also named IVY, in the next quarter of 1901. That child can be seen, with the family on the 1911 census. So I think that Joy, is a misunderstanding, possibly on the part of the enumerator, fot the name Ivy.
