Horley 1940 electoral roll?

I'm trying to find out who (if anyone) was living with my grandfather in 1940. The rumour is he was already married with children when he had an affair with my grandmother, who later gave my mother up for adoption.
We only have his name,address and occupation from my mother's birth certificate in 1940.
His name was Alfred WIlliam Rowbotham and he lived on Balcombe Road, Horley, Surrey. and he worked as an aircraft inspector.
We need to know who he was living with, so we can find the right alfred william rowbotham's marriage certificate to find out where and when he was born.
Would the Electoral Roll from 1940 be a place to start?
