I hope you are not English, that would at least explain it. In England we have a Foreign Office which includes Commonwealth Affairs, headed by a Foreign Secretary, William Hague, Foreign and Commonwealth Office. Google.

Many of the specialist collections are now in the National Archives or the British Library but write to the Chief Historian and he should either be able to answer your question or point you in the right direction.
