Not totally illiterate. He was able to sign his own name on his draft registration card:

He was naturalized in Hartford, Connecticut in 1915 (declared in 1910); petition 852, volume 9, page 52 (#534928).

Not sure why, but he again declared his intention later in California. Again, he signed his own name.
