Military camp in Rush Ireland in 1918-1919

My grandfather was born in Glasgow, Scotland, of Irish parents. He enlisted in the military and was stationed in Egypt until he had problems with malaria and Graves disease. He was sent home to Scotland to rest and then sent to Arbour Hill in Ireland in 1918 where he was either injured or took ill again. My grandmother was his nurse and my father was born in Rush, Ireland, in 1919.

My grandmother was from Bray and I am trying to figure out why she would be in Rush. While looking at pictures online at the National Library of Ireland I saw a picture of a military camp in Rush and I am guessing that my grandfather may have been there. My question is: Why was there a military camp in Rush? Can anybody help me with the history of the area or the military camp?
