No O'Neill's or Foley's in the Griffith Valuation of Kerry 1853 in the Parish of Valencia, however
there is a:

#1a house, orchard and land 170 acres 0 roods and 33 perches
(this is the first time I've ever seen an orchard listed + this is a serious piece of land for a farmer
as many were under 25 acres and as low as an acre or less)
#1b vacant house and outbuilding, James O'Neill would be the landlord if someone lived there
(land had 2 houses - common to rent to a tenant and he could keep the income)
Note: In the next closest townland Killeena Finnane (ord. 47 & 38 map) are
several O'Neill's, the property is in the landlord's name Lord Monteagle - mountain (grazing) and totals 98 acres 0 roods and 28 perches, then the same 5 tenants have houses and land:
Patrick O'Neill, Jos O'Neill (Charles) James (Charles) John (Charles) and James (Charles)

My best guess is that Charles is the father of these men.
I have a UK Census 1871 that identifies Irish born person's but there are 80 John ONeills, but none in Wales, perhaps they moved to Yorkshire or Lancashire first? or not in UK yet.
There are a number of O'Neill's in the directories for Ireland, but only one on Valentia
1894 Edward ONeill, public house, Valentia Harbour
Farmers did not appear in the directories till 1881/1894.
There are also a number of Foley's but don't know enough about them.
