Many of Ireland's old cemetaries are closed to further burials but if in a church yard you might be able to get clergy to help you but I don't hold out much hope for that. You can see if they are online with an email address or mailing address.
Rarely do clergy respond anymore as apparently it interfers with their duties. Most churches are locked now also.
If you have facebook or someone who has (not me) I have heard of success from people who will go and take pictures for you on a voluntary basis.

There are local projects of transcribing inscriptions from gravestone, sometimes schools do this and also Museum and Heritage Societies. You can purchase Journals of same.

There is also a gravestone project under the website
www.igp-web.com + county that might have inscriptions and in some cases photos.
