There is a very strong possibility of a relationship, as the Cogan and Monaghan families lived very near to one another.
I have located another cousin on the Cogan side, who resides in Pittsburg, and we have been corresponding for a couple of years.
The internet is a great thing, and has helped families to reconcile all over the world.
