Tyrone birth records prior to 1864 are available from two sources:
www.emeraldancestors.com pay website - free to view
www.rootsireland.ie - pay not for profit website, this website has RC records as follows:
Cookstown 1814+, Dungannon 1821+; Kildress 1835+

The Tithe records now on line:

www.genealogy.nationalarchives.ie

Too many Black's in the Tyrone area, Kildress is not listed and Belfast over 50 listings.

There are 44 Black's in Cookstown area and just 6 in the Dungannon area.
Kildress was a Parish and a townland in the Union Cookstown
Dungannon area.
