Anthony Breen is a researcher and author, he might be able
to help you, he lives in the UK and has his own website.
I don't have the website but you could google for it.

As it is difficult to search in Ireland for birth records back very early but there are a few Parish's in Wexford that
reached into the late 1700's. Westmeath does belong to
an Irish History Foundation, so does Wicklow and Wexford.
Wexford records were come on line one parish at a time and have been stalled at 3 for at least six months.

1901/11 Ireland Census:
(only surviving census except for a parish here and there)

Griffith Valuaton: a tax on property and it shows occupiers
of land, only the head of household, the neighbours, the
landlord, size of property. (offices are outbuildings) 1846-1874 depending on the county a simpler version just name, Parish and townland.

Tithe Applotments 1820-1839 also a tax on property and has the same information listed above. Several source two just recent. with basic information name and place (civil registrations from 1864
some earlier RC records microfilmed from the National Library, Dublin

I have a CD with civil marriages 1845-1862 for Church of Ireland only. Before this only Parish records
RC did not participate in registrations till 1864 and before that only the parish records, best source the Foundation.
0 Breen's listed for Westmeath, 1 x 1852 in Wexford, 2
1850, 1853 for Wicklow.
