Hi There I have just come across this thread. I know this general area well. My guess is that Kilrush was originally aligned with Newtownbarry (Bunclody) but all the smaller parishes have amalgamated in recent times and so it is now part of Askamore.

There is a nice little map here showing where everything is. As you can see it is near Bunclody and Askamore

Having a look at the service records... There is a Patrick Neill on the National Archives but I dont know for sure if it is your grandfather. Is he on Ancestry.com also ?
