Mona Rianon Hopcyn/Naomi Rhiannon Tayler (1931-1952)

Surnames: Hopkins, Hopcyn, Tayler, Peacock, Howell
According to her probate, the real name of Naomi Rhiannon Tayler (1931-12 May 1952, died in Gloucestershire, lived previously in Reading) was Mona Rianon Hopcyn. Presumably she was adopted by George Osborne Tayler and his first wife, Kathleen Peacock, or by him and his second wife, Mona Ellen Howell (I don't consider it impossible that she was Mona Howell's daughter, btw, but I can find no birth record for her). What's the best way of getting to the bottom of this? I'm sure British adoption records are closed as firmly as US, but is there some way of finding out at least when she was adopted? Hopcyn I believe is a Welsh name, so I'm guessing she came from Wales. Any suggestions/ideas?
