1880s does indeed seem about right - though it could potentially be a little earlier.
The two ladies in Welsh costume appear to be wearing in 'genuinely' as 'best' clothes, rather than as conciously wearing outmoded garments and hats as a 'traditional costume'.
The composition is very, very unusual with one woman virtually having her back to the camera.
There seem to be quite a few buttonhole size flower groups visible which strongly suggest a wedding - but there isn't a very readily apparent bride or groom.
The young couple holding hands on the extreme right are a lovely informal insight into everyday life and are far removed from the more usual carefully posed formal group photos.
A number of the peoples' clothing suggests retainers in a large house - coachmen, gamekeepers, and so forth.
