you need no german for your research, Austrians learn english at school. ;)
what you need is the correct placename, as Filakink is very misspelled and leads to not any tyrolean place. :( do you have a scan for take a look how this placename is written?
but guess is from an US document , so maybe written like you also wrote?

familynames in Tirol & Vorarlberg in 1940/41 has most in Vorarlberg! only Reutte and Sölden are tyrolean places! as there was the "Gefürstete Grafschaft Tirol, und Vorarlberg" often people from Vorarlberg were stated to be "tyrolean" or did state themself in this way.

"far away from the shot" one could only guess that it can maybe mean Feldkirch in Vorarlberg? a search in old newspapers shows some results with the name just in that area which also fits with most Kresser in present phonebook:

names starting with K to find right in list for pages from 1924_0029 on - because mixed with letters "C and K". but no child at this date 15th Nov. 1850. :(
the page would be 1924_0032. this was only an attempt....

there could also be possibility for South-Tyrol, which belonges since 1919 to Italy....
you need really the placename!
