Yes, that is how I see it. Europeans write a 7 with a horizontal slash through it. In addition, they would generally place the day of the month first. Next would come the month, in this case it is the number 1. Then, finally the year. Instead of writing 7/1 the priest would place the 7 over the number 1 and separate the two with a horizontal line. Therefore, it is 7 January 1900. No I don't think it is a question mark in this case.
