My point was that neither Lithuania nor Poland existed as independent states during the time they both were occupied by Russia. While their may have been an entity called the "Kingdom of Poland", it was headed by the Russian czar and not a POle.

The term Russia Poland referred to the 10 gubernias that Russia had divided its portion of Poland (with Prussia and Austria Hungary having the rest).

For anyone in Western Europe or America, any Pole or Lithuanian coming from the Russian-occupied lands would be considered a "Russian". My grandfather was born in the Suwalki/Suvalkija gubernia and he had a Russian passport when he came to America in 1911.
