Yes, you have to view the records in the PANČEVO historical archive. Most municipal offices ( matični ured) have made complete copies too available to be researched on site on CDs.

The archivist from Pančevo informed me that the listing on their website has not been updated, and that all vital records of all denominations from the territory it covers are on microfilms.

To research these films, you need to either go there or hire someone. There are legal permissions you will need to obtain in both cases from the local government because you are a foreign citizen and data from vital records is protected by privacy laws.

The staff are prepared to do a lookup submitted to them through an official form for official fee, but only for individuals people and specific dates - you cannot submit a question to *check if there is anyone with surname Beck* in their records.

You may wish to consult some other unofficial existing database rather than maunicipal offices and state archives for that kind of research - if your are not interested in obtaining accurate and official transcripts, and scans of the original documents.
