When Roman emigrated, the region was called the Vohlynskaya gubernia > Czarist Russia. Today it is in the Polonskij raion/district > Khmelnytska oblast/region > Ukraine.

Coincidentally, I actually know someone, who visited another village in this same district, not that long ago. I checked the telephone listings for the surname and found that there are appx 5,000 people living in Ukraine today w/this same surname. I have already gone thru 7 of the 20 pages of listings. So far have found a bunch in the regional capital and 1 in the district center. Have run out of time today. I will continue search tomorrow.
PS > I have found two versions of the exact same surname, Чернецький & Чернецкий, first w/soft sign and second w/o. Second may be russified???
