Miriam Wiener has copies of some of the records she researched @Kamenets Podilskiy Archives, but she's not releasing them, except to clients. Her services are expensive, but for this specific area, she is the go-to person.

AND THERE ARE NO LISTS, except for maybe the kahal lists (if they weren't completely destroyed). You could try an inquiry at Khmelnytska oblast archives on own. Available dates: 1835; 1838-1874; 1843; 1856; 1859; 1865; 1865-1917; 1875-1918 (FOND 249); 1884; 1891; 1894-1895; 1900-1907; 1904-1916; 1906-1917; 1908; 1914

Even before the fire there were no birth records for 1835 (GGrandfather's appx dob) K-Podilskij. ???Dates that might be available: 1840; 1842-1843; 1845-1847; 1852-1854; 1856-1857; 1859-1862; 1864- 1865; 1871; 1875; 1877-1900; 1883-1917 (FOND 249); 1904; 1913-1915

Does family history have GGrandfather emigrating from someplace else before settling in K-Podilskij? Many Jews in this area were from one of the Czarist Russian northern gubernias/region, today Belarus, Poland and the Baltics. The Pale of Settlement created a migratory Russian Jewish population.
