How complete are marriage records from the 1920s in Ontario?

Surnames: Gamble, WIlson, Vickery
I've been searching for a few weeks for a marriage record. My great-grandmother Sarah Gamble moved to Toronto from Ireland and by 1927 she had been twice married with 3 little girls, my grandmother and two sisters. All three sisters have long since passed and there are no concrete family records such as the marriage licenses or birth certificates that I've been able to find. I've searched through marriage records of 1920-1925 via the ancestry.ca website but with no avail for a Sarah Gamble at all. I'm at a bit of a loss, so I'm starting to wonder how complete all of the marriage records are for Ontario in this period. Does anyone know just how complete records would be, or if there's a lot to be uploaded/indexed still?
