Gottlieb could be a surname but it did not exist among the Germans of Volhynia or, if it did, was so uncommon that it did not appear in the record books.
Gottlieb is most commonly a male given name. It does exist in the female form as Gottliebe but again this is very uncommon. Commmunity history books such as you describe hold good clues but are often notoriously inaccurate because they are stories related from memory rather than good genealogy research.
In the Odessa site I referenced earlier, there is a Fred Zielke born in 1881. He might be yours. However, you will have to find out some names of siblings so that you can see if he is the correct family fit.
