After looking at my research, I do not think that Neil MacNeil was Matthew's father. Neil and his son Matthew appear in the 1881 and 1991 census for Canada when Matthew was in the 1880 U.S.census.
Another researcher has Matthew's parents as Malcom McNeil and Mary McKinnon.
