All military activity in Canada, including the militia, is a federal responsibility. Militia records, if they survive, are in the National Library and Archives of Canada. However, local militias were rather hap-hazard in keeping, storing and submitting records. Their activities before WW1 consisted in some drilling, fire arms training and some social activities centering around local old soldiers, who tended to use the militias as a bit of a club. I have found militia records for the period to be rather disappointing, usually being lists of names and nothing more. However, if you want to try your luck, the National Library and Archives is the place.
I assume that you already know that you may order a copy of your soldier's WW1 file from NLAC ? These can be slim or quite fat and cover everything from changes in who would get his paycheque to medical problems.
