Parents Marriage? When Where How do I search it in Canada?

Surnames: BELL STONE KAMINSKI GALLOWAY FARR
My parents eloped and I always thought they married at the JP in Buffalo. Well, I finally requested a copy of the marriage certificate and learned there is no record on file. Therefore, I am wondering if maybe they went to Niagara Falls and married there. This would have been I believe sometime between Oct 1948 and Feb. 1949. Any ideas?
