Rachel Emma Woods on the Census records was the daughter of William Henry Woods & Mary Jane Ann Russell (& the grandaughter of the William Woods & Jane Ann that you mentioned earlier that you found in Hamilton Twp., Northumberland Co., ON). Rachel was near the age of the person you are looking for however she married James Aubrey Longhurst & she died in Bracebridge, Ontario, in 1967. So, you can rule her out as well.
