McGinnis, Mackey and Clarkes in 1842 Pakenham census

Does anyone know if Henry or William Clarke are related to Sarah Clarke? b. 1813 in New Brunswick or Nova Scotia. She married William McGinnis.
There is a William Mackey listed as being elected one of the "overseers of highways" in 1850. Anybody know if this is the same William Mackey that was b.1806 in Ireland and was married to Mary Fisher? There seems to have been several different William Mackey/Mackie/Makey/Mackays around the area.
