Son Wilton Haywood is living in the household of John and Charlotte Stroud in St Stephen's Ward. Possibly the other children are also split all over.

There is an Eva Haywood, age 10 living in the household of Hugh and Martha Gallagher. See 1891 census of district 131 North York, sub-district King township. page 34.
If a father died and the family was left to the House of Industry, it was not rare for the children to be split up and sent to live in the country (unless some relatives took them in?) The records of the House of Industry for Toronto has records of children received and where they were sent out to live. They could end up all over the county.
These records are only at the City of Toronto Archives.
If you cannot find some of the children, they might have been enumerated under the name of the family where they lived.
