I haven't been successful with exhaustive passenger list searches, and the Canadian archives advise the naturalization records for this time period were destroyed. Apparently there is a cardex record with "nominal information" They don't make it sound like these records hold anything very promising compared to the original records. I suspect I won't get much more than I now have from the census. Still considering this option though.

@japeterson - I had found your reference for Mike Mikituk ( great uncle) online and was disappointed he didn't mention where they were from. Thank you for the reference.
