I checked for men named "Fred*", men born in England, etc., within one year of 19 October 1891, and I don't find him in the U.S. WW1 draft registration.
There is no man with the name of "Fred*" and the birth date you gave in the Social Security Death Index... or with the last name of "Heins" using Soundex...
Might he have gone by a middle name?
Your name is listed as HINES, and you seek a Fred Heins. Is Heins the correct spelling for his name, or do you think he might have changed it? What was his profession? Did he have any relatives in the U.S. he might have joined? Anything else which might help the search?
