I am wondering whether a delayed birth certificate would always be filed in the county and state a person was born in, or might it have been filed in a different state? About a year ago, I got the run-around from various offices I called regarding my grandfather's Delayed Birth Certificate. He was born in Prescott, AR (1890), but might have received his Delayed Birth Certificate in California since I believe he may have applied for SSI benefits there.
I called the Fresno County, CA (Where he lived for the last 30 years of his life) Vital records office, they told me his Delayed Birth Certificate would be filed in the state where he was born, regardless of where he was living when he applied for it. When I called the Nevada County (AR) courthouse, they said, "The State has all those records." And of course, the state said, "Nothing before 1914..."
So where is this record "supposed" to be, anyway? Wouldn't he have to have one if he served in WWI (Registered for the draft in Monroe County, AR), and received SSI benefits (in CA)?
