I have not found any recent (with in the last 100 yrs) birth records online. If you go to Arkansas' website for vital records you will see why. It is very simple to order birth records from the state of Arkansas as long as you follow the guidelines outlined on the website. It does take time, but you do get them. I ordered my grandmother's and found that her name on her birth certificate is not what her children thought it was. I also found my great grandparents birth locations.
As for marriage records, I have had good luck finding some of them on familysearch.org by searching with bride or groom's name. Sometimes to help, I would search by married name as well.
