Norwalk State Hospital / Metropolitan State Hospital

Has anyone had experience obtaining records for patients that were in Norwalk State Hospital? I am trying to determine if someone was admitted and released and/or died there. The person I'm looking for was in Norwalk State Hospital in the 1930s or 1940s. I cannot find a death record, but it is impossible that this individual is still alive based on DOB. The hospital advised that I would need a court order to obtain any information, including if they had a cemetery on the premises (that is public record).

I have been told that in the early part of the 20th century it was easy to have people committed. Has anyone else heard this or have knowledge of such instances?

I would appreciate any help. Thanks.
