I wrote to Colorado many times. Finally I got to the department that has taken over the Division of Youth Corrections (DYC...used to be Division of Youth Services). What they said was this. “DYC destroys master files and medical records by the time a youth is 28. If you are looking for adoption records, you may put that request in writing with as much identifying information that you have and we can see if we have anything there to verify. All of these records are considered confidential and are covered by confidentiality laws which require releases of information and/or court orders.

It was a juvenile detention camp (boot camp) and state orphanage. Parents would send unruly boys there or just boys that they could not take care of, unruly or not.
