From the book"Families Of Hancock County, Illinois"
page 345
Sarah/Sally Ann Lang McCubbin, the 2nd child of Joseph and Elanor, married Isaac Jesse Riggens on 13 june 1839. Jesse as he was known had come to oak grove community in 1834. Jesse and Sarah were charter members of oak grove church. This congregation held their first meeting on new years day 1850.Jesse and Sarah were the parents of 12 children, their 3rd child, William Monroe Riggens, married Martha Jane Gibson on 19 dec 1872. Martha was known as aunt Jane.

From the book"History Of Hancock County" page 1337;
Homer Gardner Riggins whois one of the prosperous modern general farmers and stock raisers of Hancock twp, owns a finely developed farm on section 15. He was born in Hancock Twp may 1, 1875 a son of William Monroe and Martha Jane (Gibson) Riggins, natives of Hancock twp, where the paternal grandparents Jesse and Sally Ann (McCubbins) Riggins, natives of Ky and Hancock County respectively, located after their marriage and where the maternal grandfatherJames Gibson became an early settler.

The article goes on but only about Homer and his wife and children.
Maybe some of this will lead you in the direction of Jesse's parents.
