I believe he is the same James Phillips found in Pleasant Twp, Switzerland County 1850 Census living with Simeon Slawson and family and he is age 10.
Also in Pleasant Twp, Switzerland County, in 1860 living with Augustus Welch and family at age 19.
He enlisted on 22 Aug 1861 in Switzerland County into Co A, 3rd Indiana Cavalry Reg, listing his residence as Switzerland County, Indiana.

The funeral of James F Phillips, who died Thursday, will be held at 10 O'clock tomorrow at his late home, 510 East Morris Street. Mr. Phillips, who was a veteran of the Civil War, having served in the Third Indiana Cavalry, had been a citizen of Indianapolis since 1874. He was a native of Switzerland County, he is survived by six children, Hervey F., Everett G., and Ralph R Phillips., Mrs. M.A. Murphy and Mrs. Emil Dorrah of Indianpolis and Mrs. Arthur R Sapp of Santa Barbara, Calif., who is here for the funeral. The burial will be at Crown Hill Cemetery.

He married Elizabeth Ann Russell (Lizzie A.)in Indianapolis on 8 Jan 1874. I have no proof of his whereabouts between his release from Civil War and his marriage in Indianapolis in 1874.
His death certificate only lists his father as George Phillips born in Indiana and mother UNK.
His main occupation was a teamster and he lived most of his life after marriage on East Morris Street in Indianapolis.
