I no longer know who is in the Ruthven City Hall but I do know that since Ruthven is a small town the city hall is not open 40 hours a week. You might have to leave a voice message. In the 80's Lucile Carpenter walked the cemetery and put down names, locations, and dates. I talked with her today and she said that she is not sure the city has kept the list up. Call the city, or write City of Ruthven, Ruthven, IA 51358. You do not need a PO box, the post office is only a block from city hall. Of course sometimes the larger city PO's return such letters, figuring the letter is undeliveralbe. Jane, at the Ruthven PO, knows which box the put the letter in. :) Good luck in your search.
