I may not have much help for you. I am searching for information for Sally Cleveland (born 1790-1794 in Jessamine County, KY, and died 1832-1840). She was married to Lewis Collins (born 1780 in Virginia died 1852). According to census records, they were in Jessamine County from at least 1810 to 1850. However, some information I found in looking up Clevelands in Jessamine County may be of interest to you:

-The 1820 US Census for Jessamine County, KY, (Roll 24 Page 86) lists Zatted Cleveland with several children including 2 females under 10 (the age range of your Sarah Cleveland).

-The 1810 US Census for Jessamine County, KY (Roll 7 Page 60) lists Zachue Cleveland with several children matching the ages of the 1820 Census. Of course, your Sarah Cleveland would not be born yet.

-I also found a biography for The Cleveland Family (Kentucky: A History of the State, Battle, Perrin, and Kniffin, 5th edition, 1887, Jessamine Co.) on the internet with many names and dates from from about 1781 to 1879. If you haven't seen this, let me know and I will look up the internet address.
