Here is what I found. No parents and his birth state varies from census to census. There is some question about his sons whose names start with "R", too.
Descendants of Hiram Spriggs - 3 Jul 2007
------------------------------------------------------------
First Generation
1. Hiram Spriggs 1-5 was born between 1809 and 1811 in Virginia or Kentucky. He appeared in the census in 1850 in District 66, Wayne, Virginia (Now WV). He appeared in the census in 1860 in Johnson County, Kentucky. He appeared in the census in 1870 in Toms Creek, Johnson, Kentucky. He appeared in the census in 1880 in Greasey, Johnson, Kentucky. He died after 1880. He was also known as Hiriam.
In 1850 the family is across the river in what would become, in 1863, West Virginia:
District 66, Wayne, Virginia:
Hiram Spriggs, 39, farmer, KY
Rinda "", 24, Ky
Robert L. "", 9, Ky
Andrew J. "", 7, Va
James M. "", 4, Ky
Sidney J., 1, Va
In 1860 the family is in Johnson County, Kentucky; township not listed, PO Paintsville:
(Name, age, BP, gender)
Hiram Spiggs, 51, Kentucky, Male
Maranda Spiggs, 36, Kentucky, Female
R**** K Spiggs, 17, Kentucky, Male
[Indexed as "Rihard", looks like it could be "Ribert", "Rib*d" or "Robert" to me]
James Spiggs, 15, Kentucky, Male
Sidney Spiggs, 12, Kentucky, Female
Nancy I [J] Spiggs, 6, Kentucky, Female
G W Spiggs, 5, Kentucky, Male
John K. Spiggs, 1 Kentucky, Male
The 9-year old R**** L. in 1850 could be the 17-year old Robert K in 1860, or they could be two different men. I'm guessing they are the same person, since there isn't a 7-year old Richard on the 1850.
In 1870 the family is in Toms Creek, Johnson, Kentucky:
Spriggs, Hiram, 60, Va, Farm Labor
----, Miranda, 49, keeping house, Ky
----, George W, 14, work on farm, Ky (As are the rest)
----, Nancy J., 15
----, John, 12
----, Susan, 9
In 1880 the family is in Greasey, Johnson, Kentucky:
(Name, Relation, Marital Status, Gender, Race, Age, Birthplace, Occupation, Father's Birthplace, Mother's Birthplace)
Hiram Sprigs, Self, Wd, Male, W, 81, VA, Farm Labourer, VA, VA,
Sidna J. Sprigs, Dau, S, Female, W, 35, KY, Keeping House, VA, VA,
Susannah Sprigs, Dau, S, Female, W, 18, KY, VA, VA,
Marinda E. Sprigs, GDau, S, Female, W, 6, KY, VA, VA,
If I was guessing, I'd guess Lucinda (Sidna)'s husband died, the census enumerator forgot she had a different name, and Miranda was Sidna's daughter.
In 1850 Hiram is 39, born in Kentucky
In 1860 he is 51, born in Kentucky
In 1870 he is 60, born in Virginia
In 1880 he is 81, born in Virginia
If I was guessing again, I'd guess he was born close to Johnson County, Kentucky around 1810, and that the age 81 in 1880 was either a mistake by an old man, a hurried census enumerator or a tired LDS volunteer transcriber.
There is a good chance, given the cusoms of the time, that Miranda was his second wife.
Miranda Ward3-6 was born between 1819 and 1821 in Kentucky. She appeared in the census in 1850 in District 66, Wayne, Virginia (Now WV). She appeared in the census in 1860 in Johnson County, Kentucky. She appeared in the census in 1870 in Toms Creek, Johnson, Kentucky. She died before 1880. She was also known as Maranda, Rinda.
Susanna's death certificate says her mother was a Ward. Hiram Spriggs and Miranda Ward had the following children:
2 i. Robert L. Spriggs 4,5 was born between 1840 and 1842 in Kentucky. He appeared in the census in 1850 in District 66, Wayne, Virginia (Now WV). He appeared in the census in 1860 in Johnson County, Kentucky.
3 ii. Andrew J. Spriggs 5 was born between 1842 and 1844 in Virginia. He appeared in the census in 1850 in District 66, Wayne, Virginia (Now WV).
4 iii. James M. Spriggs 4,5 was born between 1844 and 1846 in Kentucky. He appeared in the census in 1850 in District 66, Wayne, Virginia (Now WV). He appeared in the census in 1860 in Johnson County, Kentucky.
5 iv. Lucinda Spriggs 2,4,5 was born between 1847 and 1849 in Kentucky. She appeared in the census in 1850 in District 66, Wayne, Virginia (Now WV). She appeared in the census in 1860 in Johnson County, Kentucky. She appeared in the census in 1880 in Greasey, Johnson, Kentucky. She was also known as Sidna, Sidney.
This lady appears as "Sidney" in 1860 and "Sidna" in 1880. I suspect her real name is "Lucinda", and she was called "Cindy" most of her life.
She is 35 in 1880 (b. 1845) but 12 in 1850 (b. 1848).
6 v. Nancy J. Spriggs 3,4 was born between 1854 and 1856 in Kentucky. She appeared in the census in 1860 in Johnson County, Kentucky. She appeared in the census in 1870 in Toms Creek, Johnson, Kentucky.
7 vi. George W. Spriggs 3,4 was born between 1855 and 1857 in Kentucky. He appeared in the census in 1860 in Johnson County, Kentucky. He appeared in the census in 1870 in Toms Creek, Johnson, Kentucky.
8 vii. John K. Spriggs 3,4 was born between 1857 and 1859 in Kentucky. He appeared in the census in 1860 in Johnson County, Kentucky. He appeared in the census in 1870 in Toms Creek, Johnson, Kentucky.
+9 viii. Susan Spriggs, born in Nov 1861, Kentucky; married Bartley A. Pack , between 1881 and 1883; died on 13 May 1928, Wayne County, West Virginia.
Second Generation
9. Susan Spriggs 2,3,6-10 (Hiram-1) was born in Nov 1861 in Kentucky. She appeared in the census in 1870 in Toms Creek, Johnson, Kentucky. She appeared in the census in 1880 in Greasey, Johnson, Kentucky. She appeared in the census in 1900 in Stafford Fork, Martin, Kentucky. She appeared in the census in 1910 in Butler, Wayne, West Virginia. She died on 13 May 1928 in Wayne County, West Virginia. She was also known as Sue, Susiem Susannah.
Kathy Adams thought Bartley's wife was Susan Spriggs. Her death certificate says her parents were Hiriam Spriggs and "Ward", which sounds like a surname. Monroe Pack 's letter said her father was Hiriam Spriggs.
Susan Spriggs and Bartley A. Pack were married between 1881 and 1883. Bartley A. Pack 1,6-9,11-13 (son of George Pack and Elizabeth Tackett) was born in Sep 1860 in Kentucky or Va/WV. He appeared in the census in 1870 in Lexinton, Scott, Indiana. He appeared in the census in 1880 in Greasey, Johnson, Kentucky. He appeared in the census in 1900 in Stafford Fork, Martin, Kentucky. He appeared in the census in 1910 in Butler, Wayne, West Virginia. He appeared in the census in 1930 in Butler, Wayne, West Virginia. He died on 5 Nov 1930 in Meridith, Wayne, West Virginia.
Bartley's death certificate is under "B. A.". It says he was 69 when he died, his mother was "Eliza Racket or Kacket" and hs father was George Pack .
Kathy Adams says he was born 01 Jan 1860. His 1900 census entry says Sep 1860.
In 1900 the family is in Stafford Fork, Martin, Kentucky:

In 1910 the family is in Butler, Wayne, West Virginia:

----, Hattie, dau, 15, WV
----, Samuel, son, 13, WV
----, Bessie, dau, 8, Ky
----, Lola, dau, 5, WV
I can't find Bartley in 1920.
In 1930 a widowed "Bartlet" is living with two grandsons in Butler, Wayne, West Virginia:
Pack , Bartlet A., head, 69, WV, Va, Ky

Monroe Pack 's letter says his father, George Hiriam, was born 09 Feb 1882. The 1900 census entry says Aug 1883.
In 1920 the family is in West Whitesburg, Letcher, Kentucky:

Someone annonymously transcribed many of the cemeteries in Letcher County for the US Gen Web page. I Found:
Day Cemetery, Whitesburg, KY

(Name, birth year, death year)
Pack , Cora Lee, 1896, 1978

19 i. Capitola Pack 1,14,19 was born on 27 Nov 1915 in Letcher County, Kentucky. She was also known as Captolla, Capitala, Captolia, Captola, Captelio.
These are the birth records I could find with Capitola on them. She had children by two men and never got her names spelled the same way twice. The date look like Mr. Adams died in World War II, but that is just a guess.
(Child, birth date, mother, birth county)
Betty S Adams, 18 Jan 1937, Captelio Pack , Letcher
Anul Miles, 31 Dec 1949, Capitola Pack , Letcher

The Kentucky Birth Index doesn't mention Otis and has Oakey born 5 Feb 1924. Monroe Pack 's letter says Okey and Otis were twins born 25 Feb 1924.
The Kentucky Death Index has Oakey dying 02-05-1924.
25 vii. Otis Pack (Twin)1,18 was born on 25 Feb 1924 in Letcher County, Kentucky. He died in 1924 in Letcher County, Kentucky. He was buried in Day Cem., Whitesburg, Kentucky.
Otis is "Odis" on the Day Cemetery transcription, "Otis" in Monroe Pack 's letter.
26 viii. Joseph Pack 1,14 was born on 22 May 1929 in Letcher County, Kentucky.
27 ix. Zelda Elene Pack 1,14,18,19 was born on 3 Jun 1928 in Letcher County, Kentucky. She died in 1932 in Letcher County, Kentucky. She was also known as Geldie. She was buried in Day Cem., Whitesburg, Kentucky.
Monroe Pack 's letter has Zelda born 3 Jun 1928. The Kentucky Birth Index says her name was "Geldie" and she was born 6 Jun 1928.
Her cemetery transcription says she was born in 1932; that could be a transcriber's error or a stone-cutter's error. In any event, little Zelda died before she learned to read or ride a two-wheeler.
28 x. Mable A Pack 1,19 was born on 20 May 1931 in Letcher County, Kentucky.
+29 xi. Dorothy M. Pack , born on 27 Jun 1935, Letcher County, Kentucky; married Mack J. Fields, in 1951; died on 6 Feb 2005, Middleton, Butler, Ohio.

John was 21 at first marriage, Pearlie 16. We know from the 1920 that Pearlie was married before. John may have been too.
The Kentucky Death Index has this entry:
Pack , John, died 20 June 1980, age 96; resided Letcher, died Letcher.
It looks like our John, but there are a lot of John Pack s in Kentucky.
John W. Pack and Pearlie Pendleton were married between 1915 and 1919. Pearlie Pendleton1,19,20,23 was born between 1894 and 1896 in Kentucky. She appeared in the census in 1930 in W est Whitesburg, Letcher, Kentucky.1,19,20 She died on 21 Jul 1977 in Letcher County, Kentucky. She was also known as Pearlie Pendleton.
Monroe Pack spelled his aunt's name "Pearlee Pendliton. It is consistently "Pearlie Pendleton" in the Kentucky Birth Index records.
I found this cemetery transcription on the Letcher County US Gen Web site. It looks like our Pearlie.

Millard writes:
He married Ruthie Jane Hurley, from Tabors Creek, Wayne County, WV. They Lived in Williamson Holler, Mingo County and Chattaroy, in Mingo County from around 1917 until 1943. Ralph was a coal miner. Ruth was a homemaker.
He was born in Gola, Kentucky. (It is probably a small holler, or hill top, between towns, since he was born at home.) It is near Falls of Tug (once known as Bear Wallow; the name came from the black bears coming there for the salt water spring on the WV side. After they went back across the river to Kentucky, they would roll in soil there, probably to dry off.)
Leonard Ralph Pack said in 1903, at the age of 10 years he was the water boy for the railroad. He said he ran away from home (hopped a train, like a hobo). He did odd jobs for food and nearly froze to death, made it back to WV and settled in, where he met Ruthie Jane Hurley
Leonard Ralph Pack and Ruth Jane Hurley were married in 1916/17. Ruth Jane Hurley 25-28 (daughter of William Emanuel Hurley and Willard Josephine Meadows) was born on 2 Nov 1898. Monroe Pack , Samuel's nephew, writes that Samuel died young, killed in the coal mines.
Samuel Pack and Nanny Nancie Day were married between 1918 and 1924 in Kentucky. Nanny Nancie Day1,18,32,33 was born between 1891 and 1893 in Kentucky. She died on 28 Apr 1942 in Letcher County, Kentucky.
Nannie is Nannie in all of her KBI Entries and in Monroe Pack 's letter. She is Nancie on the 1930 census.
In 1930 Nannie is living in West Whitesburg, Letcher, Kentucky:
Pack , Mrs. Nancie, head, 28, Wd., Ky, Ky, Ky
----, Nellie, dau., 6, KY, WV, KY
----, Ruby, dau., 6, KY, WV, KY
----, John C. father, 67, Wd., KY, Ky, Ky
I suspect John C. is Nannie's father and his last name is Day, not Pack .
There is a Nannie Pack , 1892 - 1942, buried in the DINAH BLAIR BRANCH CEMETERY, Whitesburg, KY in head of Dinah Blair Branch on right side of Big Cowan Creek, according to the US Gen Web Letcher County site. I'm guessing this is her because the birth year and first name are a match; it could be someone else. Samuel Pack and Nanny Nancie Day had the following children:
44 i. Nellie Pack 1,19,32 was born on 10 Jan 1924 in Letcher County, Kentucky.
45 ii. Ruby Rubie Pack 1,19,32 was born on 11 Apr 1927 in Letcher County, Kentucky.
She is Ruby in Monroe Pack 's letter, Rubie on the KBI.
