'hombre de color loro'

I have seen the phrase "hombre de color loro" used to refer to free persons "of color" in several different places and have come to understand the gist of the phrase. But what does (or did) "loro" mean? I know it means "parrot" in Spanish, but surely there's another meaning implied in this early racial classification. Does anyone on the list know this old phrase?
