I think he is actually B.R. Neel, for Benjamin Rufus Neel or Neal. He and several of his family are buried in the Friendhip Cemetery at old Haynesville. He married Mary Ann Entrekin.

In the 1850 census of Claiborne Parish there is a Phoebe Neel with daughters Mary Elizabeth and Frances Emma. I have wondered if they were related in some way.
