I, too, have had problems with obtaining civil marriage records from Jefferson Parish during the mid-1800's. My understanding is that, at that time, there was no law requiring judges to file their paperwork with the court and so some records were still in the possession of the judge's family after his death.

I was fortunate in that my family were, for the most part, Catholic and was able to obtain copies of their Church marriage records. St. Joseph Catholic Church in Gretna has the records of many German Catholic weddings.
