This is Maryland's Vital Records Project at Maryland State Archives in Annapolis. They have 1898 indexed but did not see your Shipley listed. I saw a bunch of other Shipleys in Carroll County though...some potential brothers who may shed light on parentage. I would start ordering their death certs and trying to tie the line together from that time period and working your way back.
However, as far as the census records go, they can be of help. Starting with 1820, there were 3 Shipley families in Frederick County, Maryland. There were 31 Shipley families in Baltimore County, Maryland. What you can do is try to find out what location these census records are from and if they correlate to where present day Carroll County is and start with those census records.
What you want to do first actually is go through the census records and start excluding families who don't have a while male child around 5 years of age (have some leniency in the age...say between 3 and 7 years old.
