There are a handful of notices in the local German papers published by German Consulate offices for immigrants who were exempt from U.S. Civil War military service - a Florian Kapellar is listed in one of these group notices. The fact that the notice was published in a Milwaukee paper doesn't infer he was living in the area, just that a Consul office was trying to reach him.
