I have looked over burial pictures from the Freewater Cemetery and according to the webite there is no one by the last name of Paul. Could you do a search in Google and type in Freewater Cemetery, Harlan, Co. NE. Perhaps there is a family member buried there. Most people only take a picture of a cemetery if they have some loved one buried there. I will admit that I do not know if every tombstone has been photographed but there are some 243 burials listed. Then let me know what you think. If necessary I can go over to Freewater and see what I can personally find out if they are buried there or not. It could be they are interned in an unmarked grave!
