There is a nice little history of the Jersey City Police Department included as Chapter XXI in the book "History of Jersey City", including some biographical sketches. The only Foley I saw though was a William H. Foley on page 133 of the book. Just thought I would mention it in case you had another Foley in your line of JC police (or someone else did.) (The Capt. Michael J. Foley that BurgessDonnelly mentioned earlier as being in the Jersey Journal in 1902 pic in white tie is one of my guys. He was in the Bayonne Police Dept.)
