It seems you are correct about Velma's parents:
The DeRuyter Gleaner July 20, 1933
Miss Velma Palmer ,daughter of Mr. and Mrs. Starr Palmer, was married to Clifford Euson of Cortland, at the Congregational parsonage in Homer. Friday evening, June 30, by Rev. G. E. Merriam, pastor of the church.
The bride who is a graduate of DeRuyter high school and Cortland Normal has taught in District No. 1
Oneida and last year was a teacher in Scott.
They will make their home with the bride's parents for a time.
Could Neva's maiden name have been Coon? I found this in the August 30, 1944 Binghamton Press...
Marathon:
Mrs. Hettie Coon of Cortland
is spending this week with her
granddaughter, Mrs. Velma Euson.
I haven't been able to find any obituary for Velma but I did find Clifford's. Do you have it?
