His WWI draft card gives his date of birth as 28 Feb 1880. His 1920 census entry gives his year of immigration as 1890 and naturalization as 1901, and has both parents born in Canada. Of the 12 Joseph Mitchells b. 1880 +/- 2 years on the 1881 Canada census (http://www.familysearch.org/), one is in Nova Scotia, two are in Quebec, and the rest are in Ontario. You might try looking at maps of the various locations listed and see if any nearby places look like Ru*ki. Good luck!
