There is a book at the Local History/Genealogy at the OCPL at the Galleries. It is a vital records index for the state of New York. The information in those books are on fische, so your best bet is to call the library to see if they can search the fische for you if you don't live in the area.
Their website is .......... http://www.ocpl.lib.ny.us/website/LH/lh.htm.
Once you have the information you are looking for from the fische you can then send your request off to the vital records department in Albany to request the actual marriage certificate.
I hope this information helps.
